It’s because, system-wise, NPCs replenish ships faster.

Sure, users have buffs from superhumans and gacha ships, so it’s not a problem.

But for users, even small ships take a day to produce if they’re destroyed.

Unlike NPCs, who can mass-produce fleet-level ships, users can only produce ships at 5-6 regular shipyards and 3-4 large shipyards when docked at a base.
