This statement, to begin with, is contradictory.
The Empire was famously known for never sending Grim Reapers to other kingdoms and certainly never accepted them either.
The Empire is already the undisputed ruler of the continent.
From the perspective of the omnipotent Empire, there was absolutely no need to send a Grim Reaper to persuade or request cooperation.
Of course, if you were to ask whether the purpose of a Grim Reaper was merely for persuasion and cooperation, that would not be entirely accurate.
They could request material exchange or, in some cases, issue a surrender ultimatum to avoid war.
However, the Empire thought differently.
If the Empire truly wanted to engage in exchange or avoid war, they believed the other party should come directly. Why should the resources and manpower of the great ‘Empire’ and ‘Emperor’ be unnecessarily consumed?

If the Empire were to send a Grim Reaper, there were only two possible reasons.
